TOWARDS A DEVELOPED AND INDUSTRIALIZED SOCIETY

Attainment of the goals of Vision 2020 is dependent on sustained economic growth largely based on export of manufactured goods. Malaysia’s competitiveness on the world market is therefore a crucial factor.

Industrial competitiveness is a function of technology and innovation. Strategic considerations to maintain industrial competitiveness would require bold measures to enhance the existing processes and mechanism in planning and management, the R & D delivery system and human resource development.

Four strategies are put forward in connection with the above. These are past exploitative, future innovative, buy-some / make-some, be world leader / not mere follower and work hard and work smart.

The main point is to stage a concerted public and private sector effort in making Malaysia a truly industrial economy with wide application of research and technology in all the productive sectors, in attaining supremacy in national technology target areas, in having a large pool of highly productive, multi-skilled workforce and in fostering a culture of continuous learning and innovation.

Several actions are suggested, all being hinged on our having a high capacity in prospecting for choosing a future and working towards that future. Prospecting is a prerequisite to planning and to decision making in all sectors which would then drive the necessary institutional and attitudinal reorganizations, the final steps in building a comprehensive commitment to ensuring the relevance and effectiveness of strategies in contributing to Vision 2020.
